Next big move in Uttar Pradesh, energy from the sun

According to reports,?the Uttar Pradesh government has realized the importance of solar energy in the future energy perspective. In January, the Uttar Pradesh Cabinet approved the first-ever solar energy policy of the state. Under this policy, a target of producing 500 mega watts (MW) of electricity through solar energy has been set by March 2017.

While the state government has identified the Bundelkhand region for large scale promotion of solar energy production in the state, other regions of the state are also likely to come forward for setting up solar energy plants. While the Noida administration has made preparations for installing solar power systems at different places in Noida, it is now likely to come up over an area of 2.5 acres near the Shahdara drain along Noida. It is estimated to cost about Rs 10 crores. Initially, the electricity produced from this plant will be used for street lighting purposes.

For the purpose of promoting production of electricity by solar energy, a U.P. renewable energy fund has been created. It is notable that Uttar Pradesh lags behind other states in the country in production of electricity through solar energy. While Gujarat produces 850 MW of electricity through solar energy, followed by Rajasthan at 201 MW, in Uttar Pradesh this figure is a meagre. The first megawatt-capacity solar power plant had become operational in Uttar Pradesh in January in Barabanki, where a 2 MW project was inaugurated by chief minister Akhilesh Yadav.

Under the State Electricity Act, 2003, the various state-level electricity regulators have specified a renewable purchase obligation. Accordingly, a set percentage of power must come from renewable sources. In case of UP it has to be 5 per cent, of which 0.5 per cent has to be from solar energy.

Recently, THDCIL, a joint venture firm set up by the government of India and the government of Uttar Pradesh, expressed its keenness to enter the solar energy market and the company is reportedly in negotiations with Uttar Pradesh government for the construction of photo-voltaic (PV) plants with a total capacity of 100MW in Indian state.
THDC India Ltd is a mini-Ratna PSU, having its headquarters in Rishikesh ( Uttarakhand).

Although it is a core hydropower company, it is now diversifying into coal and solar power.
Sources in the UP Power Corporation Limited say that while the PCL purchases power at the rate of around Rs 5 per unit, the production cost at a solar plant is about Rs 12 per unit.

Since Uttar Pradesh is is blessed with a good solar irradiation to the tune of 1,800 kilowatt-hour per sqm on an annual average basis which is considered necessary for operating a solar photovoltaic power plant, there are immense possibilities in this sector.

To note, under the State Electricity Act, 2003, the various state-level electricity regulators have specified a renewable purchase obligation. Accordingly, a set percentage of power must come from renewable sources. In case of UP it has to be 5 per cent, of which 0.5 per cent has to be from solar energy.

Samsung SmartCam WiFi Home Security Camera (SNH-1011N)


Samsung's entry in the home video surveillance arena is the SmartCam WiFi Home Security Camera (SNH-1011N). It's a nice-looking device with a breezy setup process, some useful features, and remote access for whenever you have an available Internet connection?even via iOS and Android smartphones. The SmartCam ($149 list) lacks features that the same-price Dropcam HD and the Editors' Choice Logitech Alert 750n Indoor Master System offer, such as Dropcam's "DVR" style recording option or Logitech's on-board video storage on SD Cards. But if you only need real-time video and can put up with a few performance glitches, such as occasional crashes and slow-to-load video streams, at least until Samsung updates the firmware, you'll probably be more than happy with the SmartCam.

Design and Setup
The Samsung SmartCam is an sleek-looking device constructed of white plastic with a big eye-like lens over an LED indicator that's there to tell you what mode the camera is in. It measures 3.5 inches high with the base, and 2.1 inches wide, with a depth of 1.2 inches at the thinnest point, depending on how you orient the camera on the base. It also comes with the necessary hardware for mounting the camera to a wall or ceiling. You can only use the SmartCam inside (the case isn't weather proof) and you have to be near AC power because there's no battery option.

The features list of the SmartCam is fair to middling: integrated 2.4GHz 802.11n Wi-Fi (which is much more convenient than the HomePlug found on the Logitech Alert 740N); Ethernet for wired connections (but no Power over Ethernet); 640-by-480 maximum resolution at 30 frames per second using H.264 and MJPEG compression; and as is de rigueur?these days, night vision and motion detection. What it lacks: a wide angle lens, zoom, and any kind of local storage, such as an SD card.

Setup couldn't be simpler. If you've got a router that supports Wi-Fi Protected Setup (WPS)?the method of hooking up devices to the wireless router by pushing one button on each device so they can find each other?then by all means use it. Even without WPS I had no problem. I plugged the SmartCam into my network using Ethernet, and it connected quickly.

Setting up an account online at Samsung's website is easy and it's the primary method of controlling the camera, unlike, for example, the Y-Cam Bullet HD 1080 which is geared toward those controlling their own local network. Once you create an account, you enter the serial number of the camera, and the Web interface will find it across the Internet. Samsung provides an extra layer of security by asking you to register a personal identification number (PIN) for each camera, which you must enter before viewing the video feed. You can register multiple Samsung SmartCams at the site and access them all from one place, but you can only watch one at a time. The website even handles firmware upgrades for the camera itself.

To view the video feed in any browser, you need to download Samsung WebViewer, an app that installs a plug-in for each browser.? In contrast, the Logitech Alert 750n uses specialized software, but what that model lacks in convenience, it makes up for in performance and its ability to view multiple streams.

Features and Performance
Honestly, the video stream from the SmartCam isn't great, especially at the maximum resolution. Setting it down to 320-by-240 nets a huge improvement, but that impacts video quality. There's the typical one to three second delay from real-time, all the time. The video looks pretty good in bright light, but not exactly high-def like that of the Logitech cameras.

As with other cameras, the infrared night-vision works like a charm for low- or even no-light situations. The view in the dark is perhaps a little too dark compared to other cameras, as the SmartCam has fewer infrared LEDs than the competition (only six). The lack of a wide angle lens makes it hard to capture all of a room, unfortunately, even when the camera is jammed in the corner.

The performance delays occur despite Samsung SmartCam's ability to tell the difference between access on the local network (peer-to-peer) or when you're remote. For the latter, it enters a "relay mode," where the video goes to the Internet first, then back to you. In relay mode, the streaming video connection is limited to three minutes, after which you can extend viewing time. That's nice for Samsung, as it cuts down on the company's server load. But in practice, whenever the SmartCam site asked me to extend the viewing time, the browser plug-in for Google Chrome crashed. These are not limits you find with the Dropcam HD.

The best thing about a surveillance cam like this being mobile is viewing video while you're out of the house. Samsung delivers that mobility with free apps available in the iTunes Store and on Google Play. Grab one, enter account credentials, click the name of the SmartCam, enter the cam's security PIN, and start watching. I tested the iPhone app with an iPhone 4 and frequently had more success loading streaming video there than on local PCs. The smartphone apps have most of the same features as the browser app including the ability to grab snapshots, change brightness, and there's a fun smartphone-only option: the ability to use the two-way speaker to talk to those being watched. (It's excellent for spooking pets.)

Again, like on the desktop, after three minutes in relay mode, you must manually extend viewing by one minute at a time. The iPhone app provides a countdown for the last minute. Samsung hasn't yet created a version of the software for tablets like iPad or even its own Galaxy line; hopefully they're in the works.

The Samsung SmartCam site doesn't provide online video storage like the Dropcam HD, nor does the camera itself have any on-board storage like the Logitech 750n. Instead, Samsung's option is YouTube. If you set up an alert based on motion- or audio-detection, the subsequent 30 seconds of video can be automatically uploaded to your YouTube account (preset to either private or public). If you're careful with the settings, it can be more than sufficient. In fact, it would be a nice addition to future cameras from the competition. If you're not careful, you could get hundreds of clips uploaded a day if the camera watches a busy area.

Other options for notification include Picasa Web Albums, Twitter, Google Talk, and email. It helps to know the setup info for your email account, but the SmartCam manual provides info for setting up Gmail, Yahoo Mail, and Yahoo Mail Plus (a Yahoo premium service) to get a link to YouTube uploads. Strangely, the system doesn't support SMS texts, and it really should. Thankfully, the smartphone apps will notify you when an alert is sent.

Conclusions
Is the Samsung SmartCam the best solution out there for keeping tabs on your home when you're away? Not yet. There are only a few areas where it can outdo the Logitech Alert 750n Indoor System: built-in Ethernet for better performance, built-in Wi-Fi for easy placement, it doesn't use HomePlug, and it's half the price. It's more on par with the Dropcam HD, but Dropcam's smaller size plus Wi-Fi provides it more versatility, as does the option of subscribing to get DVR-style recording service of your video. Samsung's off to a good start, but needs to up the ante on some features like recording and local storage, and especially, improve its overall performance.

Chris Dorner's Alleged Victims: Profiles Of 4 People Believed Killed By Ex-LAPD Officer

LOS ANGELES -- Fugitive ex-Los Angeles police officer Christopher Dorner was charged Monday with killing a Riverside police officer. He also is suspected of killing an Irvine couple after declaring a revenge war on law enforcement in an alleged online rant. Here's a look at the victims:

  • Monica Quan

    Monica Quan, 28, and her fiance, Keith Lawrence, 27, were found shot in his car in the parking structure of their Irvine condominium complex on Feb. 3. Quan was in her second year as assistant women's basketball coach at California State University, Fullerton ? the culmination of her love for the game that began when she was a child. A standout high school basketball player, Quan once dreamed of playing professionally for the Los Angeles Sparks. She had a reputation for being fiery and intense. Quan met Lawrence while both were playing basketball at Concordia University in Irvine. After several coaching jobs, she joined Fullerton, where she was known as "Coach Mo." "I loved her work ethic. I loved her passion for life," head coach Marcia Foster said. Quan's father, Randal, was the first Chinese-American captain in the Los Angeles Police Department. Later, as an attorney, he represented Dorner in the officer's failed appeal of his dismissal to a department Board of Rights. Dorner allegedly posted an online rant naming Quan and others that says: "I never had the opportunity to have a family of my own, I'm terminating yours."

  • Keith Lawrence

    Keith Lawrence loved basketball so much that he would drive miles for a pickup game. But his professional goal was to be a cop. In August, he was hired as an armed public safety officer at the University of Southern California, where he was praised for his professionalism. Before taking the job, he attended the Ventura County Sheriff's Academy and trained with Oxnard police. He grew up playing basketball. As a player in high school and at Concordia University, he was known for his calm, no-drama attitude, even after scoring a half-court basket. Friends told the Orange County Register that Lawrence was flamboyant in other ways; he loved wearing bright colors, such as neon green and yellow, and loudly played every kind of music from hip-hop to country. He and Quan were such basketball fans that Lawrence even wanted to propose at a Nike store. His younger brother, Chris, talked him out of it. Days before their deaths, Lawrence instead scattered rose petals on the floor of their Irvine home, got down on a knee and asked for her hand, the Los Angeles Times reported.

  • Michael Crain

    Crain, a police officer with the city of Riverside, was mortally wounded on Feb. 7 in an ambush shooting as he sat in a police car at a stoplight. Crain, 34, leaves his wife, a 4-year-old daughter and a son, 10. They remain under police protection until Dorner is caught. According to the department, Crain loved attending dance recitals with his daughter, coaching his son's baseball team and restoring his 1970 Chevy Nova. An acquaintance told the Riverside Press-Enterprise that Crain, a SWAT and field training officer, was always focused on officer safety when answering a call, and always had a plan if something went bad. But officials said he had no time to react when a car pulled up and rifle fire erupted as Crain and a trainee officer sat in their patrol car during a graveyard shift. The trainee was wounded and is expected to survive. Crain joined the Riverside police force in 2011 after leaving the Marine Corps, where he served two tours in Kuwait, was promoted to sergeant, and later taught military operations in urban terrain at Camp Pendleton in San Diego County. His funeral is scheduled for Wednesday.

  • San Bernardino Sheriff's Deputy

(AP) ? Brian Bernard has spent hours since Sunday's tornado sifting through the wreckage of his family's house in search of his daughter's flute. It's not worth a lot of money, but it's important to her and that makes it invaluable to him.

Like dozens of families across Mississippi, the 51-year-old Bernard devoted hours Tuesday to rummaging through broken boards and other debris. They try to salvage whatever is left from destroyed homes, though family pictures and other items with sentimental value often mean the most.

"Some people might think I'm crazy, but you know how kids are," Bernard said of his 13-year-old daughter, Brooklee, who plays in the band at Petal Middle School. "She loves that flute."

The search for the flute paid off even before the instrument turned up, when Bernard found the family's kitten under a bed Monday. They had thought the pet had been lost to the storm.

With more than 800 homes destroyed or damaged in several counties, scenes of people rummaging through debris are as familiar as the blue tarps being stretched over battered roofs to keep the rain out.

Cleanup also continues at the University of Southern Mississippi, where six buildings were damaged in the storm. And crews throughout the area are still working to clear roads and repair power lines.

More rain and a slight risk for damaging winds and tornadoes late Tuesday afternoon threatened to complicate those efforts and deliver even more misery.

"There is a small concern of tornadoes across the southern portion of the state. It's not a huge concern like the other day, but it is a concern nonetheless," said Alan Campbell, a meteorologist with the National Weather Service in Jackson. He said there's also the possibility of straight-line winds of 60 miles per hour.

Mississippi Emergency Management Agency spokesman Jeff Rent said any storms and strong winds could be dangerous, especially because damaged trees that are still standing could be knocked down.

Rent said emergency crews hustled Tuesday morning to assess damages while there was a break in the rain. Rent said officials already know of more than 800 damaged and destroyed homes and that number is likely to increase. At least 80 people were injured in the storms.

David Dean spent Tuesday rounding up the last of the items he could salvage from his demolished home in Petal.

"It's really just kind of sinking in today. The first time in 54 years of my life I'm homeless," Dean said Tuesday. "But God is going to take care of it."

Dean and his wife were at church when the tornado hit, but his two adult daughters and a future son-in-law were in the house when it was demolished.

"As soon as I got here and found out my daughters were all right, I was happy. I said don't worry about the house," Dean said.

Dean said his family will stay with relatives and friends until they figure out what to do.

"We lost a lot of sentimental stuff, but there ain't nothing we can do about it," he said.

Officials said despite dozens of injuries blamed on the storm, no one died. They said the human toll could have been much worse, but the nature of the storm allowed forecasters to give people ample warning. Furthermore, the University of Southern Mississippi ? which was in the tornado's path ? was emptier than usual because of Mardi Gras. And some businesses were either closed or quieter than normal because it was a Sunday.

Apple CEO calls Einhorn lawsuit a "sideshow"

SAN FRANCISCO (Reuters) - Apple Inc Chief Executive Tim Cook called David Einhorn's lawsuit against his company a "silly sideshow" but said the board is carefully considering the star hedge fund manager's proposal to issue preferred stock, calling it "creative."

Waving aside Einhorn's assertion that Apple is clinging to a "Depression-era" mentality, Cook said on Tuesday the board is in "very active discussions" on how to share more of its $137 billion hoard of cash and marketable securities.

Einhorn is suing Apple as part of a wider effort to get the iPhone maker to share more of its cash pile, one of the largest in the technology industry. Einhorn wants the company to issue perpetual preferred shares that pay dividends to existing shareholders, arguing that such a vehicle would be superior to dividends or share buybacks.

His clash with Apple centers on a proposed change to its charter that would eliminate the company's ability to issue "blank check" preferred stock at its discretion. Apple, which said the change would not preclude future issuance of preferred shares, is recommending shareholders vote in favor at its annual meeting on February 27.

The lawsuit, filed in the U.S. district court in Manhattan, challenges the bundling of the charter change with two other corporate governance-related proposals in "Proposal 2," in the proxy document for the annual meeting.

Cook gave Einhorn credit for the idea, but the usually calm chief executive turned slightly impatient when discussing the topic. He was dismissive of Einhorn's media and legal blitz - which included the lawsuit as well as multiple television and media interviews - terming it "bizarre."

Cook, who traded in his usual casual jeans attire for a suit jacket, said the more serious issue here was finding ways to return cash.

"This is a waste of shareholder money and a distraction and not a seminal issue for Apple. That said, I support Prop 2. I am personally going to vote for it," Cook told investors at Goldman Sachs' annual technology industry conference in San Francisco.

"My preference would be that everyone on both sides of the issue would take the money they are spending on this and donate it to a worthy cause," he said at the start of an hour-long, on-stage interview conducted by the investment bank.

The conflict over Prop 2 "is a silly sideshow," he added. Cook said he thought it "bizarre that we would find ourselves being sued for doing something good for shareholders."

Apple's share price has tumbled in recent months from a high of just over $700 last September. In early afternoon trade on Tuesday, the shares were down around 1.2 percent at $474.24.

DIMINISHING CLOUT

Apple stock is a mainstay of many fund managers' portfolios, with research firm eVestment estimating that 75 percent of U.S. large-cap growth managers had invested more than 5 percent of their portfolios in Apple as of the end of the third quarter of 2012.

But that also increases the pressure on Apple to give away a bigger portion of its cash hoard, which is rising as the share price declines and its outlook grows murkier.

Cook touched on Apple's acquisition strategy, saying that the company has looked at more than one large acquisition but that none passed the company's internal test.

But Apple could do one in the future, if the technology fits, he said.

"We have the management talent and depth to do it," he said. "We don't feel the pressure to go out and acquire revenue."

Cook, introduced briefly by Goldman Sachs CEO Lloyd Blankfein, disputed a popular view that the smartphone market in developed markets may be saturated.

"On a longer-term basis, all phones will be smartphones and there's a lot more people in the world than 1.4 billion, and people love to upgrade their phones very regularly," he said.

The company is also trying to appeal to cost-conscious customers. Apple has moved to make the iPhone more affordable without introducing a specific cheaper phone, by cutting prices of older models.

"We didn't have enough supply of iPhone 4 after we cut the price," he said. "It surprised us, the level of demand for it."

The chief executive, who departed for Washington, D.C after the conference to join U.S. first lady Michelle Obama at the President's State of the Union address later on Tuesday, otherwise stuck pretty much to his regular script - with a sprinkling of lighter, more personal moments.

He grew animated when praising Apple employees or talking about the company's efforts to improve labor conditions across its sprawling supply chain, and touted the Apple store concept for its uplifting ability.

Cook said that when he is down, he just visits an Apple retail store. "It's like Prozac. It's a feeling like no other."

New SARS-like virus infects British patient in tenth case globally

LONDON (Reuters) - A new virus from the same family as SARS that sparked a global alert last September has been found in another patient in Britain, health officials said on Monday.

The latest case of infection with the new virus known as a coronavirus brings the total number confirmed globally to 10, of whom five have died.

The World Health Organisation (WHO) said the latest infection was "a sporadic case" and did not alter the WHO's risk assessment. It added, however, that the new case "does indicate that the virus is persistent".

The British patient, who recently had travelled to Saudi Arabia and Pakistan, is receiving intensive care treatment in hospital in the city of Manchester, northern England.

The new virus, which the WHO refers to as novel coronavirus or NCoV, shares some of the symptoms of SARS, or Severe Acute Respiratory Syndrome - a coronavirus which emerged in China in 2002 and killed about a tenth of the 8,000 people it infected worldwide.

Symptoms include severe respiratory illness, fever, coughing and breathing difficulties.

The WHO said the new patient, who is a resident of the United Kingdom, developed symptoms on January 26. A series of laboratory tests of respiratory specimens showed the patient had contracted both an H1N1 swine flu infection and a confirmed NCoV infection.

NCoV was identified when the World Health Organisation (WHO) issued an international alert in September 2012 saying a virus previously unknown in humans had infected a Qatari man who had recently been in Saudi Arabia.

Britain's Health Protection Agency (HPA) said among the 10 laboratory confirmed cases to date, five had been in Saudi Arabia, with three deaths; two were in Jordan, where both patients died; two were in Britain, where both are receiving treatment; and one was in Germany in a patient from Qatar who had since been discharged from medical care.

The agency said in a statement it was providing advice to ensure the latest patient was treated appropriately and healthcare staff were protected. Anyone who had contact with the patient was being tracked to have a health checkup.

"Our assessment is that the risk associated with novel coronavirus to the general UK population remains extremely low and the risk to travellers to the Arabian Peninsula and surrounding countries remains very low," the HPA said.

Based on the current situation, the WHO said all member states should continue surveillance for severe acute respiratory infections and investigate any unusual patterns.

"Testing for the new coronavirus of patients with unexplained pneumonias, or patients with severe, progressive or complicated illness not responding to treatment, should be considered - especially in persons residing in or returning from the Arabian peninsula and neighbouring countries," it said.

Coronaviruses typically are spread like other respiratory infections, such as flu, travelling in airborne droplets when an infected person coughs or sneezes.

The WHO said in September that from its initial investigations, it appeared this virus did not spread easily from person to person.

The WHO reiterated on Monday that at this stage there was no need for any travel or trade restrictions, or for any special screening at border points.
