An undercover investigation in Ireland has revealed that staff at some pregnancy counseling services are giving advice that could put women's lives at risk.

According to the Irish Independent, the probe was carried our over several months by a team of women who secretly recorded the counselors at 11 taxpayer-funded locations around the country.

Some of the advice given was both illegal and medically dangerous. In several instances, the counselors told women to hide their abortions from their doctors. Doing this could be deadly if a post-surgery abortion complication, such as perforation of the womb following termination, goes undiagnosed.

Clients at the Dundalk office of the Irish Family Planning Association (IFPA), and at two Dublin branches of the IFPA in Tallaght and Cathal Brugha Street were told they could conceal their abortions from their doctors. An HSE employee at Ballinasloe Crisis Pregnancy Support Service in Galway also gave the same advice.

"It is definitely reckless and probably negligent advice to tell a woman to conceal from doctors something that may be a vital part of her medical history," said Dr. Simon Mills, a barrister and medical doctor.

"This is especially the case if she presented unwell in the immediate aftermath of a termination and felt that she shouldn't tell her doctor about it when it could be the key piece of information to deliver prompt and life-saving treatment.

"If somebody turned around and said the reason I didn't tell my doctor was because a counsellor told me it wasn't necessary, civil liability would almost certainly arise and I think it is possible that criminal liability could too."

The HSE has launched an investigation of the clinics, which are overseen and funded by the HSE's Crisis Pregnancy Programme (CPP), and a spokesperson has stated that any potential breaches of the legislation will be pursued.

Police at Dublin's Store Street station are also looking into the findings of the investigation which was carried out by a group of women posing as? pregnant clients.

The investigative research team was made up of 30 people and included teachers, lawyers and doctors, some of which support the pro-life movement.

Women were also instructed on how to get the abortion pill at the Tallaght and Cork branches of the IFPA, which is illegal in Ireland. The pills which induce abortion by causing a miscarriage, should only be taken under medical supervision because of the the health risks.

A counselor at Tallaght IFPA told one woman how to smuggle in the abortion bill, saying "If you have an address in the North or you can buy a PO box number, and get them to send it . . . You can. . . then go and collect the tablets in the North and take them down here."

The IFPA released a statement saying that "all of its counsellors set out to work in adherence with the law" and that its services operate "under protocols and procedures which take into account all legislative requirements."

Japan fisheries data provides a look at how the ocean is faring 18 months after the worst accidental release of radiation to the ocean in history

Japan's "triple disaster," as it has become known, began on March 11, 2011, and remains unprecedented in its scope and complexity. To understand the lingering effects and potential public health implications of that chain of events, scientists are turning to a diverse and widespread sentinel in the world's ocean: fish.

Events on March 11 began with a magnitude 9.0 earthquake, the fourth largest ever recorded. The earthquake in turn spawned a massive 40-foot tsunami that inundated the northeast Japanese coast and resulted in an estimated 20,000 missing or dead. Finally, the wave caused catastrophic damage to the Fukushima Dai-ichi nuclear power plant, resulting in the largest accidental release of radiation to the ocean in history, 80 percent of which ended up in the Northwest Pacific Ocean.

In a Perspectives article appearing in October 26, 2012, issue of the journal Science, WHOI marine chemist Ken Buesseler analyzed data made publicly available by the Japanese Ministry of Agriculture, Forestry and Fisheries (MAFF) on radiation levels in fish, shellfish and seaweed collected at ports and inland sites in and around Fukushima Prefecture. The picture he draws from the nearly 9,000 samples describes the complex interplay between radionuclides released from Fukushima and the marine environment.

In it, Buesseler shows that the vast majority of fish caught off the northeast coast of Japan remain below limits for seafood consumption, even though the Japanese government tightened those limits in April 2012. Nevertheless, he also finds that the most highly contaminated fish continue to be caught off the coast of Fukushima Prefecture, as could be expected, and that demersal, or bottom-dwelling fish, consistently show the highest level of contamination by a radioactive isotope of cesium from the damaged nuclear power plant. He also points out that levels of contamination in almost all classifications of fish are not declining, although not all types of fish are showing the same levels, and some are not showing any appreciable contamination.

As a result, Buesseler concludes that there may be a continuing source of radionuclides into the ocean, either in the form of low-level leaks from the reactor site itself or contaminated sediment on the seafloor. In addition, the varying levels of contamination across fish types points to complex methods of uptake and release by different species, making the task of regulation and of communicating the reasons behind decision-making to the fish-hungry Japanese public all the more difficult.

"To predict the how patterns of contamination will change over time will take more than just studies of fish," said Buesseler, who led an international research cruise in 2011 to study the spread of radionuclides from Fukushima. "What we really need is a better understanding of the sources and sinks of cesium and other radionuclides that continue to drive what we're seeing in the ocean off Fukushima."

To help achieve this, Buesseler and his colleague Mitsuo Uematsu at the University of Tokyo are organizing a scientific symposium in Tokyo on November 12 and 13 to present the most current findings available about how radionuclides from Fukushima Dai-ichi have affected the ocean, marine life, seafood, policy decisions, and media coverage to date. The event will also include a free public colloquium in Tokyo on November 14 to help spread information about the lessons learned to the broadest possible audience.

Mozart's piano returns home to Vienna

VIENNA (Reuters) - The piano on which Mozart wrote all of his late concertos returned home to Vienna on Thursday for the first time since the composer's death in 1791.

The fortepiano that Mozart played almost daily for nine years will stand in his former Vienna home, now a museum, for two weeks, culminating in a concert of Mozart works.

Mozart bought the instrument from Anton Walter, the most famous Viennese piano maker of his time, in 1782. The prolific composer wrote more than 50 works for the fortepiano on it, many of them in the apartment on Vienna's Domgasse.

Mozart and his wife Constanze lived in the grand apartment in the shadow of St Stephen's Cathedral, where they married, at the height of Mozart's fame as a composer and soloist.

Towards the end of the decade, he became impoverished as the ability of his aristocratic patrons to support music was sapped by the Austro-Turkish war, and he was forced to move to the suburbs, taking his piano with him.

After Mozart's death, Constanze gave the instrument to their eldest surviving son, Carl Thomas, who donated it to the then Cathedral Music Association and Mozarteum on what would have been the composer's 100th birthday.

The piano is now part of the permanent exhibition at the Mozart family home in the Austrian city of Salzburg.

"It was very hard to let it go," Matthias Schulz, director of the Mozarteum Salzburg, told journalists. "If we didn't know it was in the best hands, we wouldn't have done it."

The fortepiano is much smaller and lighter than modern concert pianos, weighing just 85 kg (187 pounds) and measuring 1 by 2.23 meters (3 feet 3 inches by 7 feet 4 inches).

Its sound is fresher and brighter than that of a modern piano, with lighter action and hammers, but fades faster.

Piano restorer Josef Meingast, who has looked after the Mozart piano since 1975, said it was superior to any of its surviving contemporaries or copies. "The Mozart piano is the best by a long way," he told Reuters.

Meingast said he had to fight to replace the existing strings, dating from a 1973 restoration, with softer ones that produce a rounder sound thought to be more similar to what Mozart would have produced.

"The instinct of the museum people is to keep everything original as far as possible. They get a bad conscience if they chance something. But this instrument is for playing, not just a museum piece," he said.

Russian pianist Alexander Melnikov, who will give a concert of Mozart's music on the fortepiano on November 7, said he was privileged to play such an instrument.

"The emotional implications of such an experience are overwhelming," he said. "It's easily the biggest day of a musician's life."

When Apple brought Jobs back it was partly because of the operating system that NeXT had developed that was based on BSD. It evolved into what is now OSX.

Apple did not invent BSD or Linux or UNIX but what they did do was take a very stable, open source, version of UNIX (BSD) and put a beautifully appealing graphical front end on it (AQUA). I would argue that OSX is the most user friendly version of any UNIX or Linux based kernel. It's very stable, it's easy to use and it looks nice. I would bet that a lot of Mac users don't even know, or care, that it's based on UNIX. They just know that it works and is enjoyable to use.

Apple hasn't invented a lot of things but they have taken what others have done and made it better. That's innovation. In the same way that Android looks and works very much like IOS. In the same way that nearly every modern smartphone uses a touch interface. Apple didn't invent the touch interface either, they just perfected it. Some people think that Microsoft "stole" the GUI from Apple, who in turn "stole" it from XEROX. Who knows?

In my view, none of that stuff is stealing. It's simply the industry realizing that there is a better way to do things and then everyone embraces it. Balmer and Gates have seen the writing on the wall. PC sales are down drastically. For many people, particularly in developing countries, a smartphone is their first and only internet enabled device. That's where the growth is. So Windows is going to have to evolve if it wants to stay relevant in the consumer space. Time will tell how successful it is.

Small businesses, those employing fewer than 500 workers, represent 99 percent of all firms and employ about half of all private-sector employees. They?re responsible for some 65 percent of job growth in the past decade-plus.

To hear President Obama tell it, he?s Mr. Small Business ? having cut small business taxes 18 times.

Investor?s Business Daily begs to differ.

?They are either too narrowly targeted or too complicated, require businesses to jump through hoops to qualify, or are too temporary to have any long-term incentive effect,? IBD writes of Mr. Obama?s minimal tax cuts.

?They are, in short, designed more to give Obama something to brag about than actually to help small-business owners.

?All of which might help explain why Obama?s policies have left small companies increasingly pessimistic.?

Indeed, the National Federation of Independent Business ?small business optimism index? plunged in June, and as IBD notes, ?just 3 percent say they plan to add employees over the next three months.?

The economy is an absolute mess, as the Orlando Sentinel noted in its editorial endorsing Mitt Romney ? four years after having endorsed Barack Obama.

?Economic growth, three years into the recovery, is anemic,? the newspaper writes. ?Family incomes are down, poverty is up. ...

?We have little confidence that Obama would be more successful managing the economy and the budget in the next four years.?

Nor is there anything in Mr. Obama?s approach to business that suggests cause for optimism. Critics rightly point to his unguarded remark that ?If you?ve got a business, you didn?t build that. Somebody else made that happen.?

What an insult to every business owner and entrepreneur who ever got up early or stayed up late working his or her tail off building a business.

They deserve better from their government.

South Carolina Sen. Jim DeMint has been meeting directly with owners on his ?Saving Small Business Tour? ? and told us last week there is great pessimism about the land.

Tax uncertainty and the health care law are preventing many from hiring, and even those trying to hire are finding that potential workers can make nearly as much money from staying at home with government benefits.

DeMint also said business owners are being crushed by government regulations and uncertainty over rule-changing. They?ve gotten to the point where they think the government is their biggest enemy.

Writes IBD: ?Obama may think he can fool the public into believing his tax policies are helping small companies survive and thrive. Small-business owners know better.?

Let?s hope the rest of the electorate does too ? if they want the economy to improve.

Municipal Art Society and Landmarks Commission Publish Guide to ...

On October 19th, the Municipal Art Society and the New York City Landmarks Commission (LPC) published an in-depth guide (?Guide?) to increasing the energy efficiency of historic rowhouses in New York City by employing measures such as the installation of rooftop solar panels. The guide provides resources for rowhouse owners seeking to improve the energy efficiency of their buildings in ways consistent with the special regulatory requirements applicable to historic buildings.

Increasing the energy efficiency of historic buildings is an important component of decreasing the overall greenhouse gas emissions (GHG) of New York City and meeting PlaNYC?s goal of a 30% reduction in such emissions by 2030. Presently, over 75% of the city?s GHG emissions come from buildings, and over 50% of the city?s building stock consists of buildings constructed before 1940.

Generally, any exterior change to a designated historic building, such a landmarked building or a building in a New York City historic district, is subject to the approval of the LPC, even if a permit from the Department of Buildings is not required. The Guide provides useful details on a variety of measures to improve energy efficiency with minimal architectural impact, such as weatherizing buildings, using energy-efficient heating and lighting controls, and installing basement and roof insulation.

The Guide also discusses the installation of solar panels on historic buildings, a project with the potential for a significant aesthetic effect. However, the Guide notes that most solar panel installations for flat or low-slope roofs, such as those often found on historic rowhouses, are approved by the LPC at the staff level, without need for a public hearing before the full commission.? Hopefully this recent publication will encourage LPC staff to streamline the approval process for solar installations that meet applicable guidelines.

    Credit union branch robbed in Wellington

    WELLINGTON ? The Sun Federal Credit Union branch at 805 A Patriot Drive was robbed around 3:35 p.m. today, police said.

    The robber waved a pistol at two tellers, who were the only people in the bank, according to police Chief Steve Rollins, who said no one was hurt.

    Rollins said problems downloading surveillance video of the suspect are delaying publishing his photo.

    He described the robber as a white man in his 20s about 5 feet 7 inches tall with a blue-green tattoo on his right wrist, wearing a gray hooded sweatshirt with a red scarf around it, gray pants or gray sweatpants, black shoes and black gloves.

    Campaign surrogates shore up support in final days

    WASHINGTON (AP) ? President Barack Obama has Springsteen. Republican Mitt Romney has his sons.

    They, along with dozens of other celebrities and elected officials, are blitzing through battleground states in the White House race's final days. Their goal: give the presidential campaigns a daily presence in key states even when the men at the top of the ticket (and their running mates) pitch for votes somewhere else.

    But these surrogates aren't just viewed as a bonus by the campaigns. They're deployed strategically to shore up crucial constituencies.

    That's why Bruce Springsteen and Bill Clinton, two heroes of the middle class, campaigned together last week in Ohio, where white, working-class voters make up about half the electorate.

    "This is not a complicated decision," Clinton said there. "If somebody saved my economy, I'd be for him."

    Obama's campaign also sent Chicago Mayor Rahm Emanuel, a prominent Jewish politician, to heavily Jewish South Florida this week. And Sandra Fluke, who gained notoriety during the political debate over contraception earlier this year, has been appealing to women voters in Colorado and Nevada.

    Romney's campaign has turned to Florida Sen. Marco Rubio to rally Hispanic voters in his home state, as well as in Colorado and Nevada, battlegrounds with big Hispanic populations. Former GOP nominee John McCain, who twice won New Hampshire's Republican primary, has been campaigning there for Romney. And Rick Santorum has sought to burnish his GOP primary rival's conservative credentials in North Carolina.

    Romney's five adult sons have been among his most effective surrogates. Their focus in countless campaign appearances across the country has been to show their father's softer side. Romney has used one son in particular, Craig, a fluent Spanish speaker, to help broaden his appeal to Hispanic audiences. Craig Romney addressed the Republican convention in Spanish and also has recorded numerous Spanish-language radio ads for his father.

    "Between my five kids and my brothers, there are 18 grandkids now that my dad has," son Josh Romney told voters in Virginia this month. "So he thinks about those 18 grandkids. This is why he's in the race."

    Obama has popular kids, too. But at ages 14 and 11, don't expect to see Malia and Sasha holding solo campaign events in the dwindling days of the race. In fact, the Obama girls have been largely absent from their father's re-election campaign, except for a brief appearance with their parents at the Democratic Party's national convention.

    A look at other key surrogates for Obama and Romney:

    THE WIVES:

    Like her sons, Ann Romney has used her campaign appearances to vouch for her husband's character. She's become a regular on the talk-show circuit, appearing on "The View," ''The Tonight Show" and even co-hosting "Good Morning America." Mrs. Romney also has been dispatched to Pennsylvania, an Obama-leaning state where polls have tightened. Her trips there are aimed at giving the Republican ticket a foothold in the state without having to deploy the candidate himself.

    First lady Michelle Obama is perhaps her husband's most popular surrogate, drawing thousands of people to her rallies and front-page coverage from local newspapers. Her travel schedule is also steeped in strategy. It's the first lady keeping up the Obama presence in North Carolina, a state seen as a longshot for the president and one he hasn't visited in more than six weeks. She's also been a frequent visitor to Wisconsin, allowing her husband to travel elsewhere while she motivates voters in a state where the campaign feels confident.

    THE STARS:

    Obama's celebrity connections go beyond Springsteen. Long a hit with the Hollywood crowd, the president also has the backing of actresses Rashida Jones and Ashley Judd and rock star Jon Bon Jovi, all of whom have held events throughout the Midwest. Actor Morgan Freeman also lent his celebrity cache to a recent television advertisement promoting Obama's economic record.

    Romney has celebrity backers as well, including country singer John Rich, comedian Jeff Foxworthy and former Denver Broncos quarterback John Elway. But they tend to appear alongside the Republican nominee at rallies, helping energize the crowd, rather than hold solo events.

    THE CABINET:

    One advantage of running as an incumbent is the Cabinet.

    Education Secretary Arne Duncan's speeches on school reform and Labor Secretary Hilda Solis' interviews about falling unemployment aren't technically campaign events. But they're all about promoting the president's policies.

    The campaign also has taken advantage of loopholes in federal election rules that allow Cabinet secretaries to campaign if they're appearing as private citizens, not in their official capacity.

    That means Interior Secretary Ken Salazar, a former Colorado senator, frequently shows up at campaign events in his home state. U.S. Trade Representative Ron Kirk, who is black, joined a recent get-out-the-vote bus tour in North Carolina, where Obama needs big turnout from African-Americans. An email announcing Kirk's participation noted he was appearing "in his personal capacity" and urged reporters to refrain from using his official title.

    Europe, and Israel?s ?day after?

    For many years, the EU has pressed for a two-state solution to the Israeli-Palestinian conflict. Indeed, European officials have said such an accord is a key strategic objective.?Here is a thought from one who spends time in European capitals, shares the goal of an enduring two-state deal, and values Europe?s potential role.

    It is not enough to think about how to get from here to the day of an agreement. More focus must be given in Europe to ?day after? scenarios, especially regarding Israel?s security. Otherwise, potential progress only becomes more difficult.

    In any conceivable deal, Israel would be asked to yield territory, making the small nation still harder to find on a world map. That creates additional risks. There are no two ways about it.

    Israel is in a part of the world where violence remains endemic, regimes are fragile, and political Islam is ascending.

    But sometimes I get the impression in Europe that invocations about Israel?s security are little more than rhetorical flourishes, part of the expected language when discussing the region, but not always thought through sufficiently.

    In a telling display of cognitive dissonance, there can be anguished expressions of horror about what is taking place in Syria, but little thought given to the fact that Syria actually shares a border with Israel. Now imagine for a moment if Assad?s targets were Jews, not Arabs!

    Meanwhile, Hezbollah controls Lebanon, a second neighbor of Israel, while maintaining a separate militia and arsenal. It is active in Syria and remains a client of Iran. Yet, Europe, undermining the credibility of its own voice, is still incapable of declaring Hezbollah what it has been from the start ? a terrorist group. That it may (or may not) also help ?widows and orphans,? or be a ?legitimate? political party, is quite irrelevant, given its genocidal world view and documented record of terror.

    Hamas is entrenched in Gaza, a third neighbor of Israel, and, like Hezbollah, aspires to a world without Israel.

    The picture is quite bleak wherever one looks, all the more so with the looming threat of a nuclear Iran.

    Yet it is precisely into this vortex that the EU would wish to press Israel, as the ?stronger? party, to make one more, and then one more, ?gesture? for a two-state peace deal with the Palestinians.

    The EU needs to obsess less about the next Israeli concessions, and devote more thought to what security for Israel would mean in a post-deal environment. No, under no imaginable circumstance would any Israeli government subcontract its national security to the EU, but that does not mean there is no role.

    It does suggest, though, less lip service to, or solemn pledges about, Israel?s security, which might ring a bit hollow in Israeli ears.

    After all, the European record on this score is spotty.

    To be sure, certain countries have been extremely helpful at key moments, but not always and not all countries.

    France was critical to Israel?s national defense until 1967, at which time Paris imposed a crippling arms embargo at a crucial moment in Israel?s life.

    When the US decided to provide vital equipment to Israel during the protracted 1973 Yom Kippur War, no European country gave American transport planes permission to land and refuel, until the US managed to use one of the Azores Islands.

    In 1991, when Saddam Hussein?s Scud missiles were landing in Israel, only two European countries offered direct assistance ? Germany and the Netherlands.

    The experience of EU monitors at the Rafah border crossing in Gaza was not an encouraging one, however well-intentioned.

    And the participation of European forces in UNIFIL in Lebanon is admirable, but has not resulted in any containment of Hezbollah, which today boasts a missile and drone arsenal reportedly capable of reaching all of Israel.

    For its own stature in urging the peace process forward, Europe needs to do a better job of showing Israel, the party that will take the most tangible risks for a deal, that it truly understands the dangers.

    It should also remember that if the Jewish people can at times be skeptical about promises, it may be because history casts a long shadow and memories of the consequences of abandonment are still fresh.

    And, importantly, the EU should draw on its own remarkable experience in ending the prospect of war among member states. Notwithstanding the obvious differences between Europe and the Middle East, steps can be taken by the EU to help create a new security environment by focusing, among other things, on integrated development.

    If Europe wants to help move Israelis and Palestinians to the ?day of,? then thinking more systematically about the ?day after? might well accelerate the process.
